Mr. Mark Lumer is an internationally known expert and author in the field of government contracting and has received many awards. He was profiled in the July 2006 issue of Government Executive magazine, and was subsequently identified as one of the most innovative acquisition professionals in the federal government.  Mr. Lumer retired from federal service after almost 33 years and while early Army records are incomplete, Mr. Lumer apparently is the most decorated civilian contracting official in the history of the U.S. Army (please read all his awards and recognition in the attached resume). Since his retirement, Mr. Lumer has taught multiple contracting and acquisitions classes, and served as a consultant to both large and small businesses. Mr. Lumer has also been in great demand as an expert witness and subject matter expert and has been retained by law firms all over the country. Mr. Lumer holds BA and MBA degrees and attended Albany Law School.  He is a 1993 graduate of the Industrial College of the Armed Forces, as a Certified Associate Contracts Manager and was elected a Fellow by NCMA in 1984--at the time one of the youngest Fellows ever. In addition to receiving other recognition from NCMA, Mr. Lumer has previously served as the NCMA National Vice-President for Education and Certification and the National Vice-President for Business Development.
